Avian Influenza situation in Thailand

Thailand has never found Avian Influenza since 2008

Last case occurred on November 12th, 2008, in Uthai Thani Province

Active clinical and laboratory surveillance in domestic poultry

Six poultry groups are a target for surveillance

  1. Poultry in compartmentalization
  2. Poultry on GAP certified farms
  3. Poultry on non-GAP certified farms
  4. Native poultry or fighting cocks with basic biosecurity
  5. Backyard poultry
  6. Free grazing ducks

Syndromic; Case definition of HPAI suspected poultry

 Type of poultry  Clinically suspected signs
 Intensive poultry farm
  • Mortality of 1% within 2 days, or
  • Food and water intake reduced by 20% within 1 day
 Free-ranging and backyard poultry
  •  5% Mortality within 2 days


With one of the following clinical signs:

  • Sudden death without clinical sign
  • Respiratory symptoms – difficult breathing, ocular and nasal discharge
  • Swollen head, cyanosis of the combs and wattles, shank hemorrhage, (eye opacity in some ducks)
  • Diarrhea, ruffled feathers, depressed, egg drop 
  • Nervous signs – convulsion, twisted neck

Contingency plan for Avian Influenza control and prevention


The Provincial Governor shall immediately proclaim the “Infected Areas” following the HPNAI/ND confirmation, under the Animal Epidemics Act B.E. 2558 (2015)

               1. The provincial committee is set up to plan and decide regarding disease prevention and control          

               2. The Disease Emergency Response Team shall visit the infected household/farm and the surrounding area of at least 10 kilometers radius from the index case for outbreak investigation without delay

               3. All poultry premises in such area must be identified and the owners must be registered to the DLD officials in that area for further investigation and application of control measures

               4. The “protection zone” of 5 kilometers radius surrounding the infected farm is established. Measures applied in the protection zone are:

                   4.1 Active laboratory surveillance. The cloacal swabs are collected within the protection zone. Five poultry are randomly sampled per household in every household located in the affected village. Twenty poultry from other individual villages locating within 5-kilometer radius from the infected farm are randomly sampled for cloacal swabs.

                   4.2 Complete cleansing and disinfection of infected poultry houses and adjacent areas to ensure of virus destruction. The biosecurity measure is reinforced

               5. The “surveillance zone” of 10-kilometer radius surrounding the infected premises is established. Measures applied in the surveillance zone are:

                   5.1 Movement of poultry and their products is prohibited for at least 30 days or until the disease is eradicated, unless authorized by the DLD officials

                   5.2 Active clinical surveillance is conducted in poultry in every household/farm of the surveillance zone

                   5.3 Hatching eggs are not allowed to move out from the surveillance area for at least 30 days

                   5.4 Gathering of poultry or other birds in the surveillance zone is not allowed. This includes the prohibition of bird shows or fairs, fighting arena and live poultry market

              6. All contaminated materials or substances, such as animal feeds and wastes, are destroyed on the infected premises  

              7. Poultry manure and used litter may leave the holdings after appropriate treatment under authorization of the DLD offi

              8. Reintroduction of poultry into the farms or premises shall be allowed only after 90 days of disease eradicated and the completion of cleaning and disinfection

              9. Movement of poultry and their products along the country border is strictly controlled and monitored. All vehicles for poultry transportation including materials and equipment are effectively disinfected at the quarantine station or checkpoint when move through
